Ability to schedule email delivery for every 2 weeks.

Increase the available options for frequency from Daily, Weekly, Monthly, Once to include option for Every 2nd Wednesday (for example). This will account for emails that get sent out every 2 weeks.

"lock" Waivers after they are signed so they cannot be edited, and enable printing of waivers.
