wait/gate opportunity for individual volunteers

We have a free clinic, and would like to wait and gate volunteers so we can review their licensure/certifications before they schedule time to volunteer in the clinic. However, we would like to allow them to schedule themselves once we review their qualifications. We often have high school or college students who want to volunteer in the clinic, but aren't able to. We redirect those individuals to other opportunities.
