In my organization we don't have the check in system abled because it is not something we want. Anyway, unfortunately this is resulting in our volunteers not being considered "active" and are instead considered "inactive" even though the total hours scheduled is stated correctly.

The active/inactive system is not based off of check-in activity. It is currently based off of hours worked. If your volunteers are scheduled, you can enable the auto-assign hours worked field which should give them the hours of their shifts.
