Hide Waitlist-Only Shifts with "Hide Shifts that are Full" filter

On the user interface when you toggle on the "Hide Shifts that are Full" filter and/or the "Hide shifts i cannot select" filters, the user still sees shifts for which there are no openings, only a waitlist.

basically, make the shifts that NEED volunteers more easily visible than shifts where there's a waitlist
