Retain a default time zone for the organization

Whenever we copy an opportunity or create a new one, we need to select the time zone. It would be convenient if Bloomerang Volunteer could retain a default time zone for use across the organization, so the time zone would only need to be changed in instances when work was actually happening in a different time zone from our default.
