Sign up notification for shift managers

Our volunteer manager needs to fill in for shifts if they are unclaimed. It would be a useful feature for the option to be notified when a volunteer self-signs up for a shift. This way we see when folks are active and keep better track of what may be filled and by who without checking/filtering the full schedule constantly.
