Option for Auto Add of "Waitlist" Volunteers to Shift when Opening becomes available

Have option to select "Waitlist" volunteers to be automatically registered for that shift when/if a slot opens up AND email them a notification.

    I am surprised that this isn't the default for how the waitlist works in the first place.
