Show a potential duplicate match even if only the addresses match
If two constituents have identical addresses but their names are spelled differently, show them as potential matches in the duplicate report.

Hi Nick! That's a thoughtful point. The duplicate list already has logic built in to screen out cases where two constituents are in the same household, so I'm interpreting this idea to only apply to situations where two non-householded constituents have matching addresses.
My only concern with this is that a lot of people who share the same address because they live in the same household may populate on the list. Maybe only pull people who aren't a household that share the same address?
