Manual approval or denial option on opportunity level

We were promised that you could have private opportunities and manually approve/deny volunteers on an opportunity level. After signing up, we were told this is done through qualifications which doesn't solve the issue.

Organizations need to be able to have opportunities that are private, unless someone is sent the direct link to sign up without the addition of qualifications. Furthermore, we should have the option of manually approving or denying volunteers on an opportunity basis. Many of our opportunities can be done by all of our volunteers, however the few that aren't require extensive extra care. For example, we have a volunteer opportunity where folks must first interview, then the volunteers that best fit what we need are approved to participate. We should be able to do this through Bloomerang Volunteer rather than give each person whose interested a qualification that they're interested and then have to create a separate opportunity for those who were approved.
