Use state abbreviations instead of full state names

Bloomerang Volunteer's odd use of full state names rather that state abbreviations is overriding our database with each sync. Because the VMS field is not the abbreviation it fails on sync. I can't think of a use case where I need the full state name. I can think of many where I need the abbreviation.
