When editing Page Description, allow top navigation tool bar to be seen as you scroll down

When I am editing the *Page Description section*, the top navigation
toolbar (font size, bold, add button, etc.) is not visible after a certain
point… please see my attached screenshot, which shows the words “test area” highlighted in grey right above the green donate button.

- Can this be updated so that when I edit words that are farther down
the page, I can still have access to the top navigation toolbar and make
changes in real time without having to scroll up and down over and over
again to see the changes?
