Turn off a type of groups

It would be great to be able to turn off a type of group - for example if you need each volunteer to sign a waiver, turn OFF number based groups (since people don't always read instructions). or you may NOT want every person in the database, so you might want to turn off account based groups. seems like an easy fix.

ALSO, on this page - if you want us to enter a password, put that field on the page instead of us hitting the SUBMIT button and then having to go back when it then "appears"!
