Gate from Opportunity Access Until Approved at Organization Level

Option that volunteers can't get added to opportunity until approved to be added to organization.

It would be very beneficial to have the option to not allow new sign-ups to be automatically added to an opportunity. We have an interview process before volunteers can be placed with us. We like that they can see all the opportunities we have but we add them to the opportunity they are interested in once we meet with them. Right now all opportunities have to remain closed so they aren't automatically added to the volunteer list. So when they all say closed potential volunteers think that we do not need any help. I have it stated at the top of our org page but not everyone reads that unfortunately.
