Allow standard non-transaction users to see Dashbord

Depending upon the way the system is coded, this might be difficult to implement. But it would be really nice if a basic user, who cannot see transactions for all constituents could still have access to the Home Dashboard. They could see the overall fundraising charts and campaign status, but not click to see the details. The could see the TASKS list, so they could easily know what they have been assigned. Features that are not accessible could be blocked with "Permission required" as is currently done if Reports access is disabled. This would allow our newer users/Board members to see the fundraising progress, manage their tasks, and come up to speed without having access to more sensitive transaction information.
