Waitlist for Opportunities

We have several opportunities which are either currently "full" or might have 1 or 2 spots open/to-be-filled. We still want to capture volunteer interest however or allow volunteers to "apply" (register) for several of these opportunities, without being added to the opportunity just yet (i.e. have them join a waitlist). This would allow us to capture a volunteer's interest, keep a running list of "waitlisted" volunteers, & follow up to schedule a group training (vs 1-off trainings).

Another reason we want a couple of opportunities to have "Join a Waitlist" is that they are shift based & we don't want someone joining the opportunity and registering for shifts that they aren't yet trained to do.

We also have 4 public volunteer shifts that we want to keep as public/easily accessible as they don't need training, so the "gatekeeping" for all opportunities is not an option that would work well for our organization.
