Option to give a standard user view only access to Groups area

In the settings for each user there is a "view only" option for Constituents and Reports and it would be helpful for that to be applicable to Groups as a whole. Users who can edit profiles and edit individual constituents but not edit group names, groups as a whole (mass deleting or adding), or group details. For a user to be able to add or remove a constituent from a group on the constituent's profile only.
